Interplay of policy experimentation and institutional change in sustainability transitions: The case of mobility as a service in Finland

While experimentation is at the heart of sustainability transitions, little attention has been paid to policy and its effects in advancing transitions. Drawing on literatures institutional change context we analyse an in-depth case study development Mobility as a Service (MaaS) Finland – one first countries globally advance MaaS by government support. Our findings show how potentially disruptive innovation, MaaS, can be traced back longer process administrative reorientation restructuring, i.e. gradual transformation institutions, benefitted from cycles experimentation, combined with sequencing strategies further changes mix. Administrative restructuring enabled that led - via new vision building, networking learning major regulatory allowing market creation for MaaS.
